This gate prevents a clean 5% ramp outcome from becoming an unbounded traffic increase. QA can rehearse the exact 5% → 15% advancement only, while production advancement, accepted live requests and network dispatch remain disabled. The later 15% → 25% step is represented by schema policy but cannot be proven green from staging.
