This gate reconciles the exact v0.12.72 operational-durability authorization and bounded execution before operational endurance can ever be accepted. Staging can validate only the dry-run operational-durability execution and an independent HOLD decision. It cannot claim production operational-durability-outcome verification, operational-endurance acceptance, accepted live requests, or provider network activity.
