This gate requires exact deployment-attestation binding, provider attempt/success/failure/latency/TLS/redirect/kill-switch signals, an internal incident alert route, fail-closed kill-switch state, and successful emergency-stop + rollback drills. QA uses deterministic simulator evidence only. It does not claim real production telemetry, contact a provider, or enable network dispatch.
