This gate closes the gap after the one-shot cutover contract: bind the exact first-request execution to provider response identity, authenticated receipt/callback reconciliation, telemetry thresholds, kill-switch state and a dual-control post-request decision. Staging simulates this evidence only. It can prove HOLD logic, but it cannot claim a real first-live outcome or authorize the next production ramp.
